The consumption in Kwong Chau Wan on the basis
of 300 cheste per annum would amount to about 1.68 taels
per head (page 15) that of the Chinese population of Java and Madura 1.2 taels (page 16), that of British North Borneo about 6 taele per adult male Chinese for the years 1918-1920 (page 16), that of the Straits Settlements 3.70 taels per head of the total Chinese population of 500,000 Appendix III and Straits Settlements Census Report.)

4. In instituting comparisons of this nature it must be remembered that the demand for opium in any Eastern country is greatly affected by the general state of trade and the prosperity of the Chinese community at the time under consideration. Account must also be
taken of the percentage of adult Chinese males in the community as these are the principal consumers, and where this percentage is high the consumption of opium per head of the Chinese population may also be expected to be high. In Hongkong and the Straits Settlements the
adult males constitute about 50% of the total Chinese
population, while in the less settled parts of the Malay
Peninsula the percentage is even higher.

Another relevant consideration is of course
the supply of illicit opium available for consumption in
each country, for which consumption in the nature of
things no statistics can be given. The large seizures
of illicit opium and the increasing number of prose-
cutions recorded in the table afford some evidence of
the importance of this factor in the case of Hongkong;
and this illieit supply is no doubt one of the reasona
for the relatively low consumption of Government monopoly
opium.
